Over here, a double solid yellow line means 'no parking'.
Personally I wouldn't try to drive my car through something so narrow, but by the lines someone must have in the past. Probably they wedged their car in there and then were so inconsiderate as to leave it behind. People would have had to step over. Hence the yellow lines.
